SSA Beneficiaries Benefit from Stimulus Bill
On
February 17, 2009, President Obama signed stimulus legislation
into law. The American Recovery and Reinvestment Act
of 2009 provides SSI and SSDI beneficiaries with a one-time
stimulus payment. |

Portions
of the Act Revelant to SSI and SSDI beneficiaries
- A
one time stimulus payment of $250 will be paid to over
55 million SSD and SSI beneficiaries.
- Payments
should be made by the end of May 2009.
- No
additional action is required to receive the payment.
- Payments
will be made in the same manner as monthly payments
(direct deposit or check).
- If
benefits are typically paid to a representative payee,
the stimulus payment will also be made to the representative
payee to benefit the primary beneficiary
- For
SSI purposes, the stimulus payment will not be considered
income and is an exempt resource for nine months following
receipt of the payment.
- Payments
will not be considered gross income for tax purposes.
- The
payment is protected from garnishment and assignment,
but will be subject to the Treasury offset program
for outstanding federal debts.
Who
Will Receive Payments?
- All
SSI and SSD beneficiaries entitled to benefit payments
for the three month period from November 2008 through
January 2009
- It
appears that individuals found retroactively entitled
to benefits will also be eligible for the stimulus payment
since the Act allows for payments to be made until December
31, 2010
Who
will NOT Receive Payments?
- Individuals
in prison
- Individuals
who are on probation, are parole violators or who have
committed fraud
- Individuals
who are no longer lawfully in the United States
- Individuals
who do not reside in the United States, Puerto Rico or
other U.S. Territories
